CDL Aries Pte. Ltd. (Co. Reg. No. 202137680K) is the developer of record for The Myst (秘林嘉园), a 408-unit private condominium at 800 and 802 Upper Bukit Timah Road, Singapore 678139 and 678140, in District 23. The entity holds Developer Licence No. C1454, and the project account is held with DBS Bank Ltd under Project A/C No. 003-700160-0. The land comprises Lots 00713K, 01766L, 99950N and 01763K, all of Mukim 14 at Upper Bukit Timah Road, together measuring 16,630.30 sqm (179,008 sqft) at a plot ratio of 2.1, held on a 99-year lease with effect from 11 May 2023. Two blocks of 24 storeys sit on that site above a basement carpark and communal facilities, with approximately 75% of the land given over to landscape and about 25% to building footprint. Foundation works were estimated for Q2 2024, with expected Temporary Occupation Permit on 31 March 2029 and expected legal completion on 31 March 2032. The site did not come to the developer through a Government Land Sales tender or a collective sale. It is the former Tan Chong Industrial Park, and CDL Aries was granted a call option in November 2021 to acquire the property, plant and equipment from a wholly-owned subsidiary of Tan Chong International for $126.3 million, against a collective fair value of $95.9 million assessed for the same assets as at the end of that June. Because a fresh 99-year lease was subsequently issued from 11 May 2023, buyers here begin from a full lease term rather than one already partly run down.
Unlike a number of comparable new launches in this size bracket, which are structured as two-party or three-party joint ventures, The Myst is delivered through a single developer entity wholly owned by City Developments Limited, with no external partners. One balance sheet, one construction programme and one sales timeline sit behind the project. In practical terms that gives a buyer a single point of accountability across a build running to a 2029 TOP and a 2032 legal completion, rather than a consortium in which responsibility for construction, sales and after-sales service is divided between separate listed groups.
The appointed consultant team is ADDP Architects LLP as project architect, Ecoplan Asia Pte Ltd as landscape consultant, Sujonohun Pte Ltd as interior designer, Dragages Singapore Pte Ltd as main contractor, KCL Consultants Pte Ltd as civil and structural engineer, and United Project Consultants Pte Ltd as mechanical and electrical engineer.
